Arrival of the City of Baltimore

--The steamer City of Baltimore, from Liverpool on the 30th ult., which was announced below late last night, has arrived.

The American crisis was the leading topic of the English journals and among the business community. Senator Seward's speech had been published in all the papers and its merits freely canvassed.

The London Times applauds his argument that South Carolina is guilty of rebellion, and says they are the principles which should have emanated from President Buchanan.

A young man named Thomas Donigan, hailing from Boston, Massachusetts, has committed a murder in Liverpool by stabbing, and also nearly killed his father.

Trade in France was very dull.

The duty on oil and rags has been reduced at Naples.

The latest advices from Gaeta say that a flag of truce had been sent to the Sardinia fleet from the fortress, and that the firing was afterwards suspended on both sides.

Deserters from the Bourbon army speak of a projected surrender, but Francis II. has sent a fresh circular to his Ministers abroad, stating that he has resolved to resist to the end all the perils of his position.

The Italian. Parliamentary election returns show a large majority for the Government. --Returns from Southern Italy, although imperfect, are yet favorable.

The new Indian loan had been introduced at London. It is for £3,000,000, at 5 per cent., redeemable after the year 1870.

At a meeting of the Royal Geographical Society, papers were read by Sir Leopold McClintock, Sir Charles Bright, and by Colonel Schaffer, relative to the survey and the route of the projected North Atlantic Telegraph.

The important case of Patterson vs. Bonaparte, after being argued before the French Tribune on the 25th, had been adjourned to the 1st of February. The decision was expected to be given in a few days thereafter.

It was reported in Paris, but denied in Berlin, that France had demanded explanations of the recent warlike speeches made by the King of Prussia.

It is asserted that Prince Metternich had notified Count Thuvenel that Austria will consider an attack by Garibaldi on any part of the Austrian territory a casus belli against Piedmont.

The negotiations between the Banks of France and St. Petersburg for an exchange of gold for silver; have been broken off. It was reported that the Emperor of Russia, at the last moment, refused to sanction the exchange.

China letters announce that Mr. Ward, the American Minister, was to leave Hong Kong on the 15th of December, in the Niagara.

The ships Hartford, John Adams and Saginaw were at Hong Kong, December 15th.


Commercial.

Liverpool,Jan. 30
--Sales of Cotton Monday and Tuesday estimated at 12,000 bales, including 5,000 bales for export and speculation. The market closed dull, with prices cashier.

Manchester advices are favorable.

Breadstuffs closed steady generally. Red Southern wheat 12s. 6d.@12s. 9d. Flour quiet at 29s.@29s. 6d. Corn firm at 6d. advance.

Provisions.--Beef and Pork are dull. Bacon is quiet. Lard is dull, and quotations nominal at 57s. 6d.

Produce.--Rosin is firm, and all qualities have slightly advanced. Sales at 4s. 7d. @1s. 8d. Spirits Turpentine dull at 31s. Sugar quiet. Coffee dull.

London Markets.--Breadstuffs have a declining tendency, and all qualities have slightly declined. Sugar is dull, and 6d.@1s. lower. Tea is firm.

The money market is generally unchanged. Consols 91½@91¾ for money, and 91 7/8 @92 for account.
