What's to be done?

--If the City Council, which meets this afternoon, does not take steps to prevent the influx of paupers from the Northern cities, Richmond will be overrun with them in less than a month. Already the poor-house and the city jail are so crowded that the keepers are compelled to pack them like clipped herrings in a barrel, and yet they continue to come in search of quarters. The Council has the power to make all captains of vessels responsible for the support of such paupers as they may bring here, and it is to be hoped that an ordinance covering the nuisance will be passed this afternoon.
