Veto messages of Gov. Black.

The veto messages of Hon. Samuel W. Black, Governor of Nebraska, on the bills to prohibit slavery, framed at the sessions of 1860 and 1861, are clear and conclusive arguments against the power assumed by the Territorial Legislature of interdicting slavery within the Territory, and against the policy of the prohibition.
