The surrender of Messrs Mason and Slidell,

A dispatch received in official quarters states that the Baltimore Sun, of December 30th, 1862 publishes Seward's communication to Hard Lyole, releasing Messrs. Mason and Slidell. The wily abolition Secretary says they are yielded to claims intrinsically just, and in conformity with American doctrines.
