Previsional Congress.

The proceedings of Congress that are permitted to transpire are very limited, and according to common report, a measure is under consideration to abridge the freedom of the press still farther. We have obtained copies of the following bill and resolutions which have been approved by the President:


An act making certain provisions in regard to Indian trust funds.

  • Section 1. The Congress of the Confederate States of America do enact, That all sums of money, bonds, or securities of any kind, belonging to any Indian tribe or tribes, with whom treaties have been or may be made by the Confederate States and of which said sums of money, bonds and other securities, the Government of the Confederate States is, or may hereafter become the custodians, as the trustee of such tribe or tribes, shall be deposited in the Treasury of the Confederate States.
  • Sec. 2. And be it further enacted, That the Secretary of War be, and he is hereby authorized, to draw his requisition for each and all sums of money deposited in the Treasury, as aforesaid, in favor of said Indians, or any of them, to whom such money may belong or who may be authorized to receive it.

Resolution of thanks to Col. Edward Johnson, his officers and men, for Services in the battle of Allegheny mountain.

  • 1. Resolved by the Congress of the Confederate States of America, That the thanks of Congress are due, and are hereby tendered, to Colonel Edward Johnson, and to the officers and men under his command, for gallant and meritorious services at the summit of Allegheny Mountain, in Virginia, on the 13th day of December, 1861, when, for more than six hours, they, with remarkable courage and constancy, sustained an assault made upon their position by four fold their number, and finally drove the enemy, in disorder and heavy loss, from the field.
  • 2. That the foregoing resolution be communicated to said command by the Secretary of War, and be made known in general orders.
