Norfolk, Feb. 14.
--(Received at 8 o'clock 45 minutes P. M.--Northern papers, of the 13th inst., have been received here to-day by the flag-of-truce boat from old Point.

The steamship Tentonia has arrived with European intelligence one day later than that received by the Jura at Portland. [This will be news of Feb. 1st.]

The New York Herald, of yesterday, says that parties in England have resolved to object to every measure taken by the Government for the restoration of the Union.

The Federal vessel Tuscarora has been ordered from Southampton by an official letter from Portsmouth.

A new ministry has been formed in Holland.

The Russians have been defeated in Circassia.

French troops were being rapidly dispatched to Mexico.

The Nashville was still at Southampton.

The Paris correspondent of the Herald says that in French circles the opinion is almost universal that France and England will interfere in American difficulties in less than a month, and says that the Ministers, the Government, the people, and the Government papers, are all ready for intervention.

The London Times says there is a large party in the House of Commons who are urging on the Government the policy of interference in the American struggle.

The health of Mason and Slidell is good, but they complain of bad treatment at Fort Warren.

No change has occurred in the Liverpool cotton market.

At London, on the 31st ult., consuls were quoted dull at 92 ¼a92 ½ American securities closed heavy.

In the Federal Senate, the bill appropriating seven millions of dollars for the completion of fortifications, was passed.

The New York cotton market was less active, and middling uplands were quoted at 29a30 cents.

Bennett's Herald crows lustily over the Federal victories on the coast of North Carolina and at Fort Henry, in Tennessee, and says that the rebel leaders have no idea of holding Virginia, Kentucky, nor Tennessee.

In the Federal Senate a clause has been inserted in the Treasury note bill requiring that the interest on bonds which are to be sureties for the notes shall be paid in coin.

The news of the capture of Roanoke Island was sent to Europe in the New York Herald, by the steamer Africa, which sailed on the 12th inst.

Nothing of importance appears in the Northern papers in relation to affairs on the Potomac.

A dispatch from Cincinnati, dated the 12th inst., says that the Federal army in Central Kentucky is in motion.

A dispatch from Cairo, 12th inst., says passengers report that eleven transports with troops had passed Paducah.

Leavenworth, Feb. 11.--Great activity is exhibited in preparations for the Hunter expedition.

Washington, Feb. 12--The Federal capital is wildly jubilant over the news of the success of the Burnside expedition.

Secretary Stanton is quite ill.

The Senate Naval Committee are considering the bill to reorganize the army. Two more bureaus are to be added.
