Alien Residents.

--A dispatch from the Secretary of War to the Hon. E. Barksdale, of Mississippi, says, ‘"The Attorney General of the Confederate States has decided that aliens, permanently residing in the Confederacy, are subject to conscription."’ This is a decision based on common sense and right.
