Effect of President Davis's Message.

We learn that a copy of the President's Message was placed in the hands of the Federal Commissioner, Ludlow, on Thursday afternoon last, at City Point. As soon as he read it steam was raised and Major Ludlow started at once for Fortress Monroe.

The Petersburg Express says it is thought that the avowal of the President regarding the disposition to be made of Federal officers hereafter captured had much to do with his sudden departure Commissioner. Guide went down to the Point yesterday, but the absence of Ludlow prevented any negotiation.
