New Method of Paying Old Debts.

--In consequence of the disturbed relations between the North and South everything in the shape of business between the sections is utterly disrupted, Their personal relations are fast becoming in the same fix. A ‘"merchant"’ suggests the following mode of extrication from pecuniary liability which we insert, as ‘"a sign of the times."’ He says:

‘ ‘"In consequence of the turn affairs have taken the merchants are in a quandary what to do. I suggest that merchants pay over to Gov. Letcher all debts due at the North, taking his receipts therefore, and passing said receipts over to Northern creditors to be redeemed when hostilities cease by the State."’
