The Plan For Provisioning Fort Sumter was based upon the fact of unusual high tide in Charleston harbor on the 10th, 11th, and 12th, which would enable steamtugs to float over the shoals, out of reach of the rebel batteries on Morris' Island. The storm delayed the vessels, and when they arrived it was too late.
