A seceding State returned.

--Advices from Buenos Ayres to the 24th October, inform us of the conclusion of the labors of the Convention of Santa Fe, whereby the province of Buenos Ayres has finally become, to all intents and purposes, one of the States of the Argentine Confederation. Gov. Mitre took the oath of allegiance to the Confederation on the 21st of October, in the presence of the assembled citizens. The event was solemnized by a Te Deum in the cathedral, and at night there were pyrotechnic displays and great rejoicing of the people. A revolution had occurred in the province of Santiago del Estero, but previous to the sailing of the La Plata the revolutionists had become reconciled, and all was again quiet.
