Congressional. Washington, Feb. 20. --House.--The House resumed the consideration of Staunton's force bill. Mr. Bocock, of Virginia, opposed it in a powerful speech. It was not only a declaration of war, but it invested the President with dictatorial powers in times of peace, enabling him to call out the entire force of the country if he saw proper, against the seceding States. He showed that it was a violation of the Constitution, as well as crushing every hope of a peaceable adjustment of our national difficulties. He alluded to the fact that though the "Conspiracy" Committee reported there was no danger of a seizure of the capital, Federal forces were still being accumulated there. Mr. Vallandigham, of Ohio, made a speech, earnestly favoring peace, conciliation and compromise. The consideration of the Navy bill was resumed. From Washington. Washington, Feb. 20. --The route agent between Grafton and Parkersburg has been removed, on account of leaving his business, without permission, to engage in the secession movement. Several postmasters in Kentucky and Tennessee have been removed for a similar cause. The Select Committee of Five on the President's special Message, has prepared a report, to be presented to-morrow, in which they say that the Navy Department have neglected to defend the Atlantic Coast, and conclude with a resolution censuring the Secretary for receiving the resignation of those who were in arms against the Government, without giving the same any consideration.
Arkansas election. Fayetteville, Ark., Feb. 18. --At the election to-day a large number of votes were cast against holding a Convention. Upon raising a large Union flag, the stars and stripes, over the Court-House, the enthusiasm of the crowd was unbounded, and cheer after cheer was sent up. [second Dispatch.] Fort Smith, Ark., Feb. 20. --The counties of Benton, Washington, Sebastian, and Crawford, in the western part of Arkansas, gave 4,000 Union majority, and the same against holding a Convention.
Seizure of more Forts. Fort Smith, Ark., Feb. 20. --The Overland mail coach, from Sherman, Texas, reports the seizure of Forts Chadbourne and Belknap by the Texans; also, the seizure of the Overland mail coaches, mails, &c. The agents of the Overland Mail Company were imprisoned.
The &Irrepressible Conflict.& Nebraska City, Feb. 20. --Old Fort Kearney was taken possession of Monday night, by the secessionists, who ran up the Palmetto flag.--The Union men mustered, retook the fort, tore down the flag and hoisted the national ensign.
North Carolina Legislature. Raleigh,N. C., Feb. 20. --The Assembly, to-day, elected Mr. Hake Adjutant General. The ad valorem tax bill was defeated. Private bills were acted on, hurrying things up preparatory to adjournment.
Organization of Departments, &c. Montgomery, Ala., Feb. 20. --The Departments of State, War, Navy, Postal, and Treasury, were organized to-day. The Cabinet will probably be nominated to-morrow.
The Missouri election. St. Louis, Feb. 20. --The State has given an overwhelming majority for Union candidates for the Convention. There are not ten secessionists elected.
