Aids to Major General Stuart. Capt. Elzey lately resigned his position in the service of the Government. The staff of Gen. Stuart comprises several resigned officers of the U. S. Army. Affairs in Philadelphia. The revenue cutter Forward, Capt. J. H. Nones, arrived on Wednesday from Wilmington, where she has been stationed for some years. She was immediately supplied with stores and three howitzers, and sailed for the Chesapeake. The city ice-boat, placed at the disposal of Capt. Dupont, on Tuesday, under the command of Capt. Marks, was immediately altered into a floating battery, by placing a defence of cotton bales with eight guns and two hundred United States artillerymen, and cleared on Wednesday morning. At the United States Arsenal, at Gray's Ferry, Col. Thomas has 1,900 women and 700 men at work inside and 100 men outside, laboring daily, including Sunday, to fit out the troops. From the following it appears that there has been some excitement lately at Wilmington' Del.: Wilmington, May 2.--There has been much excitement here for a day or two past. Capt. McMullan, of the Philadelphia Independent Rangers, has been in the city for the purpose of detecting some suspected parties here from Baltimore. It was rumored that an attack was to be made on the Powder Works of the Messrs. Dupont. Our Home Guards were called out, and after marching part of the way to the Works, were met by the Mayor of Wilmington, who directed them to return, as there was no occasion for their services. Every stranger is closely watched in this vicinity. On Monday night two shots were fired at the guard on the Brandywine railroad bridge. Messrs Quigley & Stone have the contract for re-building the bridges between the Susquehanna and Baltimore. A sufficient force will accompany them to secure

A contract has been made for 3,000 shells and shrapnel, besides those purchased with the Parrott guns. Arrangements have been made to manufacture Broman fuzes here, and to purchase friction primers for the artillery, and balls and percussion caps. for the infantry. And, as we have heretofore stated, five hundred barrels of Dupont powder have been purchased and stored in magazines built for the purpose, here and at Lexington. Nor have the cavalry been neglected. Two thousand new sabres have been purchased, and one thousand old ones, of excellent temper, have been cut and scabbarded. One thousand revolvers, of the pattern used in the English army, known as the Dean & Adams pistol, have also been bought, and are now in the Armory undergoing a final inspection before being paid for.
