The Convention was called to order by the President at the usual hour.
Prayer by the Rev. Mr. Baker. of Grace Church, (Episcopal.)
Hour of meeting.
Mr. Hull, of Highland, offered a resolution, as follows:
Resolved, That, until further ordered, the Convention will meet at 11 o'clock, instead of 12.
The resolution was ruled out of order, one of similar import having been laid upon the table a few days ago.
Voice of the people.
Mr. Woods. of Barbur, presented the proceedings of a meeting of citizens of that county, declaring for the doctrine of State-Rights, opposing coercion, advocating the withdrawal of Virginia from the Union, &c.
Mr. Woods endorsed the high character of the citizens who participated in the meeting.
The resolutions were referred to the Committee on Federal Relations.
Mr. Morris, of Caroline, presented resolutions of a similar character from his county, which were likewise referred.

The Convention assembled pursuant to adjournment.
The attendance of members, as well as of spectators, was very meagre.
Prayer by the Rev. Dr. Jeter, of the Baptist Church.
Mr. Hall, of Highland, moved a call of the roll, which was ordered, and a quorum ascertained to be present.

Mr. Echols, of Monroe, presented a petition from citizens of that county, asking the adoption of the substitute for the report of the Committees on Federal Relations, offered by the senior delegate from Bedford, (Mr. Goggin.)
Laid on the table.
Mr. Miller, of Botetourt, presented the proceedings of a meeting of citizens of that county, in favor of the passage of an Ordinance of Secession.
Referred to the Committee on Federal Relations.

[Special Dispatch to the Richmond Dispatch.] Virginia troops in motion, Staunton,Va., April 22
--A company of 75 men from Bath county, and another numbering 100, from Alleghany, have arrived at this place.
Three companies from Greenbrier are expected to-morrow.
Pocahontas and Highland are both moving. Y.
Arrest.
--A Rockingham county correspondent (June 7) says:
George Blakemore, charged with the murder of Jacob Rohn, of this county, and who had escaped the vigilance of our officers, was arrested a few days ago in the county of Highland and lodged in jail in this place last night.
