--Gov. Hicks has issued a proclamation, in which he urges upon the people the duties peculiar to the crisis, and the responsibilities it imposes upon them, and refers to the fact that an opportunity will soon be afforded to the people of the State to express at the ballot- box their wishes as to the position which Maryland shall assume.
