Mr. Pendleton moved a resolution for the Committee for Courts of Justice to inquire and report whether the present session of the General Assembly is not the session at which, by the Confederate Constitution, an election is required to be held for the election of a Senator of Virginia in the Confederate Congress. A resolution of inquiry was adopted for increasing the capital stock of the Bank of Petersburg to two millions of dollars. Adjourned.

The bill for the relief of Brigadier-General Alfred Beekley was rejected, and the vote subsequently reconsidered and the bill tabled. A resolution of inquiry for exempting inspectors of tobacco was adopted. On motion of Mr. Collier, a resolution was adopted inquiring whether any and what legislation is requisite to preserve and enforce the writ of habeas corpus. Also, one inquiring whether there is constitutional competency in the Confederate Government to pass any law to suspend the writ of habeas corpus so as to restrain a State Judge from awarding the writ in a proper case.
