In better spirits.

We observe that it is stated in the papers that General Toombs was at Columbus, Ga., a few days since, and that in a conversation there he said that the "present was the brightest day that had ever dawned upon the Confederacy." It is to be hoped that Mr. Stephens is also in better spirits, and that he may allow a little cheerfulness and satisfaction to obtrude upon his gloomy ruminations touching the habeas corpus and other matters which had so seriously exercised his mind.
