House of Delegates.
Wednesday, Feb. 5, 1862.
The House proceedings were opened at 11 o'clock, with prayer by the Rev. Dr. Burrows.
The Clerk reported the Senate bill to establish an inspection of leather in the city of Norfolk, which was ordered to be committed.
The Senate amendment to the House joint resolutions relative to impressments was concurred in.
Mr. Anderson, of Botetourt, from the Committee on Military Affairs, reported a bill to repair the road from Warm Springs by Huntersville to Greenbrier River at Marling's Bottom; which was read a first and second time.
Mr. Woodson offered a resolution that the Committee on Privileges and Elections inquire whether a legal election for a member of the House of Delegates was held in the county of Pendleton under the writ of election lately issued; which was adopted.
The following resolutions of inquiry into expediency were referred to the appropriate committees:
By Mr. Nelson, of Fluvanna: Of allowing owners of town lots in Fluvanna a further term of ten years to build and improve thereon.
By Mr. Baskerville: Of amending the ordinance of the Convention passed 27th April, 1861, so as to authorize the appointment of an additional Lieutenant to the companies of the Virginia forces now in the Confederate service.
By Mr. Sherrard: Of completing on State account the Morgan and Frederick Turnpike, as a military necessity, as well as public convenience.
On motion of Mr. Bunter, the House took up the unfinished business of yesterday morning, which was the consideration of the proposed amendments to the substitute of fared by Mr. Hunter to the bill providing for the construction of a railroad connection, for military purposes, from Strasburg, on the Manassas Gap Railroad, to Winchester, on the Winchester and Potomac Railroad.
Mr. Hunter concluded his argument against Mr. Stager's amendments, and was followed by Mr. Stager,whose remarks were cut short by the Speaker's hammer, the hour for the consideration of the Military bill having arrived.
The House then went into secret session.
