--It would much facilitate the business of the enrolling officer and his Advisory Board, and save much trouble to individuals, if persons would bear in mind the following provision of the circular issued by the War Department for the guidance of conscripts and the conscript officers:

"Every application should be sworn to by the applicant, and verified by the affidavits of at least two respectable citizens who are personally acquainted with the facts sworn to by them."
