City Council. --A regular monthly meeting of the City Council was held yesterday afternoon. Messrs. Saunders, Haskins, Hill, Wynne, Burr, Scott, Crutchfield, and Griffin were present. Mr. Glazebrook also appeared, but obtained leave of absence. Mr. Eppes was detained at home by sickness.
