Winning ways at Washington.
--We give below an extract from a letter written by C. E. Spinner, of the U. S. Treasury department, to Col. Louis D. Watkins, of the 6th Kentucky (Yankee) cavalry, in reference to an application made by the latter for promotion.
The letter was found on the battle-field of Chickamauga:
The President told me there were a thousand applications for Brigadier ships, and the friends of each knew their particular candidate to be the only one worthy of promotion.
As it was, he endorsed the papers over to the Commander-in-Chief of the army, and asked him to read the letter.
I had written to the Secretary of War in your favor some time since.
The President recollects your sister well and favorably; and unless we can succeed without, I am not at sure but she had better come on here and bring her winning ways to bear on the President and Secretary Stanton, who I find knows her too.

Runaway.
--$150 Reward — Ran away from the residence of the subscriber, in Fluvanna county, Va, on the 11th inst:
Manuel, about 30 years of age, 5 feet 8 or 9 inches high, very black and stout, eyes have the appearance of being bloodshot, with a small lamp like a stye upon one of them; he carried with him a good blanket, a blue overcoat and pants, and a pair of new, wooden-sided shoes.
Henry, about 20 years of age, 5 feet 10 inches to 6 feet high, black and stout, dull countenance, remarkably slow and hesitating is his speech, with a singularity broad pronunciation; had a good blanket, with summer clothing, and new, wooden soled shoes.
These negroes were purchased by me in Richmond early in the summer, and came from North Carolina, and will doubtless endeavor to make their way to that State, probably by way of Richmond.
The above reward will be paid for their apprehension, or $75 for either of them, secured in jail so that I can get them. Wm. S. Boswell, Fork

--Gen. Sigel made a speech at Wheeling, Va., last week.
A report of it says:
He took the ground that the fever through the country, now prevailing, for an alliance with Russia, was a new danger, and also a danger indeed.
It would be a diplomatic alliance — not one of principle, and it would lose us moral support and sympathy from the only friends we had in Europe.
The liberty-loving masses of Europe — of England, France, Germany, Poland, Hungary, hate Russia.
Besides, such an alliance would bring us no strength.
What avail is Russia?
She seeks us for her own diplomatic, selfish purposes
