An important movement in New Mexico.

--The Legislature of New Mexico has passed an act for the election of delegates to form a State Constitution, which is to be held in May next. The delegates are to meet in June to discharge the duties which will thus be imposed upon them, and the Constitution they form is afterward to be submitted to the people, for ratification or rejection, at a general election to be held in September.
