Scholarship among Politicians.

In England, scholarship is common, if not indispensable, among statesmen; in America, quite the reverse. Six of the present British Cabinet were first-class men of Oxford, and there are four other Oxford men in the Cabinet besides, who did not, however, graduate with first honors. Thus, out of the sixteen noblemen and gentlemen comprising the Cabinet, ten are Oxford men.
