The Senate was called to order at 11 o'clk by the
President.

A message was received from the House of Delegates that it had agreed to a join resolution declaring the intent and meaning of an act providing for raising
Virginia's quota of the Confederate army, and the appointment of a joint committee to take into consideration the communication made by the
Executive on the 3d of March to the General Assembly, in regard to the execution of the acts of 8th and 10th February, 1862.
The unfinished business of yesterday, viz: The bill authorizing the civil authorities of the
Commonwealth to render aid in arresting deserters from military service, was taken up and laid on the table.
House joint resolution for the election of certain State officials on the 6th of March, was taken up and agreed to.

Bill authorizing the
Auditor of Public Accounts to suspend the institution of legal proceedings against Sheriffs in certain counties; for the relief of
John H. Haskins,
Sheriff of
Amelia, and his sureties.
A vote was taken on the bill to provide for the payment of interest to loyal citizens on certain bonds guaranteed by the
Commonwealth, and the same was rejected for want of a quorum.
Afterwards, said vote was reconsidered, and the bill was laid on the table.

Bill ‘"giving the consent of the
State to the construction of a railroad from the North Carolina Railroad, in the
State of North Carolina, to connect with the Richmond and Danville Railroad,"’ with title to be amended thus: ‘"an act to sanction an ordinance of the
State of North Carolina entitled an ordinance to incorporate the Piedmont Railroad Company "’
Bill ‘"for the relief of
E. A. W. Hore, late
Sheriff of
Stafford county."’
Bill ‘"incorporating the
West Fork Iron Manufacturing Company, in
Floyd county."’
House bill ‘"to amend an act entitled an act amending the charter of the town of
Danville, passed March 4, 1854, and incorporating into one the subsequent acts amendatory thereof."’
House bill ‘"refunding to the securities of
Thomas K. Davis, late
Sheriff of
Prince William county, damages paid by them as such."’
House bill ‘"authorizing
Maryland volunteers who re-enlist in the troops of
Virginia to be transferred to Maryland Regiments."’ Amended so as to read, ‘"this act shall be in force from its passage."’
A number of bills were ordered to be engrossed, among them bill to organize a military contingent fund; bill to amend ‘"an act to prevent the circulation of small notes."’
Mr. Douglas, from the joint committee appointed by the two Houses to consider the
Governor's proclamation sent in yesterday, reported two resolutions for the action of the Senate, which he said it was desirable for the Senate at once to adopt or reject.
The Senate went into secret session to consider them.
The resolutions declare that no more volunteers will be received until it has been ascertained that
Virginia's quota of the Confederate army has been contributed by the
State, and appoints parties immediately to ascertain that fact and report, when, if it shall appear that her quota is not so enrolled, drafting shall be commenced immediately.
