Military officer; born in Mount Pleasant, Westmoreland co., Pa., Dec. 30, 1819; became a civil engineer, and served as lieutenant-colonel of a Pennsylvania regiment of volunteers in the war with Mexico, wherein he was wounded, and for gallant services was made colonel of his regiment. He was first commander of the city of Mexico after its capture. He went to San Francisco in 1848, and was the first mayor of that city.
