The policy of the Government TowardWestern Virginia. We have it in our power to state that the Confederate Government, so far from being remindful of the necessities of the Western and Northwestern portion of this State, intends to pursue a policy calculated to reassure and encourage the loyal people of that section. At present it would be imprudent to make further revelations; but may state that our information comes from a source that entitles it to full and perfect confidence.

From Norfolk. [special Dispatch to the Richmond Dispatch.] Norfolk, Jan. 14. --The ships which arrived in Hampton Roads yesterday proved to be the remainder of the Burnside fleet, and are probably preparing to join those which sailed previously. The fleet did not return, but the presence of so many ships gave rise to the report. All since have sailed. A large ship arrived in the Roads this evening, supposed to be the Pensacola. There has been a heavy storm here since morning — snow and sleet and high winds B.

I believe this Negro is trading in some regiment near Manassas, or lurking about Fredericksburg, Charlottesville, or Winchester; and I will pay the above reward for his apprehension and delivery into any of the city jails, so that I can get him.
