The Army of the Northwest.

--A gentleman who left Monterey two or three days ago informs us that General Loring is now organizing and strengthening our forces at that point, and that our Northwestern army will soon be in a condition of thorough efficiency. The men were generally enjoying good health.-- Attached to General Loring's staff are Quartermaster-Major Colonel, late U. S. A. in charge of Artillery, Major Long; Aids; Col. qucia Starke and Matthews.
