The National Convention.

Washington, Feb, 5.
--Ex-President Tyler, in taking the chair of the National Convention to-day, delivered an address which is eulogized by those present as highly patriotic and conciliatory. The proceedings were chiefly confined to the expression of views in conversational debate.
