In the United States House of Representatives, Saturday, the following took place:
The House resolved itself into a Committee of the Whole on the State of the Union for the consideration of the Navy Appropriation bill.
Mr. Burnett wished to know whether it would be in order for him to make a speech, for the purpose of showing that the appropriations proposed ought not to be made.
He expressed his belief that both the army and navy were, judging from present movements, to be used against a portion of the States recently in this Confederacy.
The Chair thought such remarks would not be relevant, the bill having been made a special order, and therefore debate must be strictly confined to the subject.
The committee sustained the Chair in his decision.
Mr. Pryor, of Virginia, moved to strike out the following clause in the bill:
"For pay of commission, warrant, and petty officers and seamen, including the engineer corps of the na
