--Every good citizen should deem himself a special policeman to look after the scores of thieves and pickpockets now infesting Richmond, and to arrest them wherever found. However vigilant the police, they cannot be everywhere, and thieves soon know them and shun them; last private citizens may readily detect many of them, and they ought to do so.
