Mr. Jones: Of authorizing the banks of this Common wealth to issue a larger amount than 5 per cent. of their capital in notes of a less denomination than $5.

Mr. Wooten: Of legalizing the issue of small notes heretofore made by the various counties, cities and towns of this Commonwealth, and providing for the future issue of such notes, and their redemption.

Mr. James: Of transferring to the counties in which it is located the
Commonwealth's interest in the
Southwestern Turnpike, leading from
Buchanan, in
Botetourt, to the
Tennessee line.

Mr. Dunn: Of establishing a system of free schools for the education of orphans and poor children of those of our soldiers at present, or who may hereafter be engaged in the service of the Confederate army.

Mr. Buford: Of so amending the existing laws regulating judicial elections so as to provide the time of holding such elections shall be announced by proclamation of the
Governor.

Mr. Kaupman: Of resending so much of the acts of the last House of Delegates as made appropriations to works of internal improvement not already expended.

Mr. Sheffey: Of amending the act passed March 18th, 1856, entitled "An Act to separate the
State from the banks by a sale of its stocks therein, and the application of the proceeds to the redemption of the public debt," so as to authorize the exchange of such stocks for the eight per cent, bonds of the
Confederate States.

State.

House.
A communication from the
Governor was received, in reference to the burning of
Dibrell's Warehouse, and recommending that prevision be taken to have the tobacco warehouses in the
State made fire-proof.

Mr. Steger presented the memorial of the Common Council of the
City of Richmond, asking the Legislature to pass a law legalizing the issue of $300,000 worth of small notes made by them in pursuance of an ordinance passed April 19, 1861,
The following special committee to confer wit the
Confederate authorities in reference to the proposed railroad extension between
Danville and
Greensboro, N. C., was announced by the
Speaker.
