--The New York Independent is out with an explanation of the circumstances which induced it to announce, in its last week's issue that Mr. Seward had made up his mind, in a certain event, to recognize the Southern Confederacy.--The responsible editor, it seems, had left the office on the night of publication, when a gentleman, who was an occasional contributor, came in and handed the foreman the statement in question as an important ‘"Item of news,"’ and as such it was forthwith put in type and printed. The editors express regret that the paragraph was printed and reiterate their confidence in the ability and desire of the Government to prosecute the war until the Union is restored.
