The Navy-yards and Harper's Ferry.

--In the Federal Congress, the committee appointed to inquire into the circumstances attending the surrender of the Pensacola and Norfolk Navy-Yards, and the armory at Harper's Ferry, have made a voluminous report. With regard to the Norfolk Navy-Yard, the committee censure the Buchanan administration for destroying part of the property there and abandoning the remainder, as it is claimed that the Yard and the immense war material therein might easily have been saved by the Federal forces occupying the place, who numbered one thousand men, while the Confederates had only five hundred. Commodore Paulding and Captains Pendergrast and McCaulley are also censured by the committee.
