East Tennessee.

--Gen. E. Kirby States issued the following proclamation to the people of East Tennessee:

The Major-General Commanding Department sees with regret that of citizens, misted by designing leaving the State and seeking an Kentucky.

He calls upon the people of East to remain at their homes, fields, and to be true in their allegiance existing Government.

He assures all citizens engagement ting their farms that he will with their rights, and that he the militia draft under the State they may raise crops for consumption coming year.
