Phipps were appointed to consider and report what should be done by the town ‘to aid in the defence of the nation.’ The committee reported, ‘That the town appropriate a sum not to exceed five thousand dollars, to be expended for the purpose of organizing and drilling military companies for the national defence.’ The report was accepted, and the money appropriated. Lee Claflin, William A. Phipps, Albert Wood, Charles P. Morse, and Thomas Mead were chosen a committee to superintend the expenditure of the money. 1862. July 17th, Voted, to pay a bounty of fifty dollars to each volunteer for three years service to the number of forty-seven, to fill the quota of the town.
