A winter spectacle.

--Passing through Capitol Square yesterday, we could not fail to observe, with emotions of wonder and curiosity, the remarkable appearance of the trees, whereon the hand of winter had interwoven fantastic frost-work, and adorned every twig with icy spangles and pendants.
