Surrender of Fort Brown.

--The Galveston Civilian of the 11th inst., says the surrender of Fort Brown was agreed upon quietly between the Texas Commissioners and Capt. Hill on the 6th. The News says that Fort Brown will be given up as soon as transportation can be found for the Federal troops.-- The Texan troops at Brazos are represented to be fortifying the Island to make it impregnable.
