A General Convention proposed.

--The annexed petition, says the New York Journal of Commerce, has already received many thousand signatures in that city and vicinity: To the President of the United States:

Regarding you as the legal head of our Government, we respectfully, suggest, as the only remaining honorable position in your power by which the horrors of civil war may be averted and any hope of preserving the Union secured, that you adopt the policy of a General Convention, as suggested in your inaugural. This course would prevent hostilities on the part of the South, and evince that fraternity had still a place in the hearts of the American people.
