Retaliation.

--Gen. Halleck's barbarous order to shoot. the captured soldiers of the Confederate armies, who commit hostilities, or, in other words, fight, will of course lead to prompt retaliation by the Confederate Generals. The Federal Generals seem disposed to inaugurate a war of extermination against all who defend their homes and fire sides. They, and they alone, are responsible for the scenes of horror which must follow this cruel and bloody determination. There is a slumbering tiger in every man's nature which is roused by the taste of blood, and if it is fully awakened in this contest the war will become a war of ferocity unparalleled in the modern history of mankind.
