A New battalion.

--We invite attention to the advertisement of Capt. W. M. Elliott, who proposes, under authority of the Secretary of War, to raise a battalion for service in this neighborhood. Capt. Elliott will take command, with the rank of Major, and we scarcely need say that his qualifications for the position are equal to those of any officer in the service. He has associated with him in raising the battalion several experienced officers, who will doubtless soon enroll the requisite number of men.
