Rise in the river.

--The river rose yesterday, in consequence of recent rains, six or eight feet. We were informed that many of the cellars of houses in the First Ward were inundated. It is hoped that the great volume of water coursing its way to the ocean will have rather the effect of strengthening than weakening our river defences, by rendering the site thereof shallow by the accumulation of sand, gravel, &c.
