Foster, pursuant to instructions from the War Department, commenced the enlistment of colored troops with — in the lines of the Department of Virginia and North-Carolina; and the unoccupied land on Roanoke Island was set apart for the use of the families of negro soldiers and other contrabands in the service of the United States.--the rebel privateer Florida was at Bermuda, being delayed there by the refusal of the naval authorities to furnish her with coal.
