--Commenting upon the removal of Secretary Welles from the Lincoln Navy Department the Philadelphia Inquirer says:

‘ The transfer of Mr. Welles to another and more suitable sphere has long been desired by the public at large as a necessary step, and the appointment of an able, energetic successor will be hailed with gratification by all who desire to see the rebellion speedily crushed. The arrival of vessels from Southern ports, in foreign harbors, will no longer be chronicled, and no more opportunities for stealing. Union craft from under the guns of our vessels of war will be afforded.
