Designs of the enemy.

--In a recent conversation with a prominent citizen of Memphis Colonel Fitch, the Federal commander, boasted that they would soon have a force of fifty thousand men for the purpose of operating South, making Memphis the base of operations. The movements be indicated would be down the Mississippi Central, via Grand Junction, so as to cut off all the country between the Central and the river, which he thought would leave the navigation of the river undisturbed, and give the North the trade of the greater part of Mississippi.
