The three commissioners who went abroad to endeavor to obtain the recognition of Jeff. Davis's Government, got a pretty essential snub at Havana, where they went to take ship for Europe. It seems that a day was fixed when Messrs. Commissioners should be presented to Gen. Serano, the Captain-General. The ceremony of presentation was performed by Mr. Helm, the American Consul at Havana, who introduced the trio as “Commissioners from the Confederate States of America.” The reply of the Captain-General was as follows:

Gentlemen, I receive you as citizens of the United States; but I do not acknowledge any such Power as the Confederate States of America.
