Federal Disagreements.

--The Baltimore Exchange, of Monday last, says:

‘ The boat from Old Point yesterday morning brought up as passengers, Commodore Straughan and Lieutenant Waters, of the Minnesota, and Col. Townsend, of the New York Albany Regiment, and several officers of the regular army. Quite an animated discussion took place on the trip, between Colonel Townsend and the officers of the regular army, in regard to the battle of Bethel. Col. Townsend defended his action, by remarking that he only quitted the field, when ordered to do so by his superior officer, and when twenty of his command lay dead. The regulars take every opportunity to upbraid the volunteers for the disaster.
