[756c] they shall be divided into four groups; and 90 councillors shall be voted for from each of the property-classes.1 First, for councillors from the highest property-class all the citizens shall be compelled to vote, and whoever disobeys shall be fined with the fine decreed. When these have been voted for, their names shall be recorded. On the next day those from the second class shall be voted for, the procedure being similar to that on the first day. On the third day, for councillors from the third class anyone who chooses shall vote; and the voting shall be compulsory
