The amendment to the twelfth section of the constitution, offered at Washington by Mr. Corwin, reads as follows:No amendment shall be made to the cornstitution, which will authorize or give Congress power to abolish or interfere, within any State, with the domestic institutions thereof, including that of persons held to labor or servitude by the laws of said State.--Tribune.
