Doc. 86.--an Embargo at Baltimore.

The following order appears in the Baltimore papers of April 23:

Baltimore, April 22, 1861.
It is ordered by the Mayor and the Board of Police that no provisions of any kind be transferred from the City of Baltimore to any point or place, from this time, until further orders, without special permission.

The execution of this order is intrusted to Col. I. R. Trimble.

The following order has been issued:

It being deemed necessary for the safety and protection of the city, that no steamboat be permitted to leave our harbor without the sanction of the city authorities, I hereby, by authority of the Mayor and Board of Police, direct that no steamboat shall leave the harbor without my permit.
