θήσονται: “Shall decree,” to which καλεῖν is epexegetic.

καλοῦσι δ᾽ Ἰοκάστην μετοῦτο γὰρ πατὴρ
ἔθετο καλεῖν,

which shows that τίθεσθαι and καλεῖν are not necessarily synonymous, as Shilleto would make them here.
